State Takeovers: The Experiences of Bay Area School Districts

Dear Parent Leaders,

I want to make sure that you know about a field hearing tomorrow here in Oakland on state school financial takeovers, their impact on our communities, and legislative reforms to improve California’s system of school finance, support and accountability.

Some of you may have been parents during the state takeover of OUSD, and some of you may be interested in the financial impacts of the state takeover from 2003-2009 on funding for Oakland public schools and children today.

Please let me know if you are interested in testifying at the hearing about your experiences as a parent or speaking on suggestions for legislative reform, and feel free to share this information with other parents who may be interested and let me know if you have any questions.

Assemblymember Swanson Invites You to a Hearing on State School Financial Takeovers

Assemblymember Sandré R. Swanson, Chair of the Select Committee on State School Financial Takeovers, invites you to attend a hearing in Oakland on Friday, January 27, 2012, to hear from affected school districts and communities and to discuss solutions to help prevent districts from being taken over by the state in the future.
“Public schools are the heart of our democracy and it is unacceptable that so many of them are experiencing budget stresses that make it impossible to operate in a meaningful and healthy way. The Select Committee on State School Financial Takeovers will spend the next year working with a forward-thinking group of state legislators, school districts, and leading education finance experts to help schools avoid the financial problems leading to state takeover,” said Assemblymember Swanson.

Oakland Unified Names New Interim Police Chief
Lieutenant James Williams to lead school police force
Oakland – September 2, 2011 – Lieutenant James Williams of the Oakland Housing Authority
(OHA) police has been named Interim Police Chief for the Oakland Unified School District (OUSD).
Williams, a 17-year veteran of the CALEA-accredited OHA police department, begins his service to
OUSD on Tuesday, September 6, 2011.
About OUSD
The Oakland Unified School District (OUSD) is the State of California’s most improved urban school district over the past
six years, as measured by Academic Performance Index (API), California’s primary metric for measuring student
achievement. During this time, the District’s 46,000 students have benefitted from 118 points of API growth and a focus on
the whole child embodied by OUSD’s “Community Schools, Thriving Students” vision of a full-service community school
district. In this model, every school site offers high levels of learning along with physical health, mental health, dental and
eye care; nutrition, physical education, recreation, before-school and afterschool programs; housing, employment, parenting
and language acquisition courses and a range of other programs. Social and human services are not seen as extra or add-ons
in these schools. Instead, collaboration in service of the well-being of children and families is how they consistently behave.

The Oakland Unified School District in partnership with the City of Oakland will be sponsoring the 2011 Summer Internship for approximately 75 OUSD Career Academy students. The planning team would like to start placing student interns as early as Monday, June 26, 2011 with an anticipated end date of July 29, 2011. Your participation as an internship host will provide our students with a valuable learning experience.

Our students would benefit from participating in a professional relationship with your firm. If you are able to accommodate our students as interns during the summer program, please fill out the attached Internship Request Form and fax it back to the College and Readiness Office at (510) 452-2070 by Friday, June 3, 2011. OPC gives our youth the opportunity to attend:

* Attend a free camp (safe space/gang neutral) with a focus on social justice and peace while learning various skills from dynamic bay area artists /instructors (check out the list below!) and Youth Roots/RAMAS youth facilitators

* Eat daily healthy and delicious lunches

* Contribute in a daily advisory that gives the youth a voice to community build about some of the challenges they see in their community.

* Take two urban arts/STEM workshops daily for three weeks
* Go on off-site fieldwork opportunities as well camp-wide day-long outdoor excursion
* Access to community partners resources i.e., violence prevention, restorative justice, etc.

* Showcase their talent in the annual end-of-camp OPC Expo
